Yes, you’ll need a valid license for every Envato item you use in making your test site. For themes and plugins the Regular License will be fine if the site is never made accessible to the public. Photos, fonts, or anything else you use in the test site will also need to be properly licensed.

For most items, the basic rule is that each license allows you to make one unique end product. We call this a single application. However, some licenses allow you to make multiple end products with the same item. Also, in some special circumstances you can use a single license when you are making an end product that is sufficiently related to the original (called an allowed variation). Examples of allowed variations include releasing the same end product in a different language or making a minor change.
So, the first step is to check if your item can be purchased with a license that allows you to make multiple end products. The second step is to check whether your intended use is an allowed variation.
Templates, Themes and code items can be purchased on either a Regular License or an Extended License.
The main difference between these licenses is that under the Regular License, your end product (incorporating the item you've purchased) is distributed free of charge (You cannot charge from your end product end users,If you want to collect payments from end product end users then you must buy an Extended License.), whereas under the Extended License your end product may be sold or otherwise limited to paying customers
Ex : You can't buy a admin template and distribute it as a template, source files and all.
Ex : A website theme can only be customized to create one customized website. If you want to create a second website from the same theme, you should purchase another license.

This license is a “single application” license and not a “multi-use” license, which means that you can’t use the Item to create more than one unique End Product. |

You can’t re-distribute the Item as stock, in a tool or template , or with source files .You can’t do this with an Item either on its own or bundled with other items, and even if you modify the Item. |

You can’t use the Item in any application allowing an end user to customize a digital work to their specific needs, such as an “on demand”, “made to order” or “build it yourself” application.
